I've seen that when the CCSID of the JSON file is incorrect.

Test the JSON first for validity. I use this but a google search will

The json file is a a file I use successfully in javascript web pages. I
uploaded the file to the IFS without trouble. In fact I did it once with
FileZilla and once with RDi. Both attempts gave this same error message.
I then edited the file in the IFS with WRKLNK option 2
