First: The CSV file is created from EXCEL.
Second: Since the user can enter anything they want in an EXCEL column, I
need to verify that the data is within the correct length and also the
correct format.
I have found Scott Klements' CSVR4 programs and have decided to use them to
parse my data as he already has the logic to handle this condition.

In what way do you mean "not in the correct format"? Invalid CSV, such
as mismatched or inconsistent use of delimiters? Or valid CSV but not
the expected types/sizes of data?
