I have a CSV format file that contains a field with both a comma (,) and a
double quote (").
Using EXCEL, I have created an example that I use to create that field -
"This, is a test of double quote "" field"

In another program, I take that file and parse the field by using the
double quote as my start and end delimiter to determine how many characters
I need to copy.
With the extra double quotes in the field, how can I determine the correct
position for the end of the field?
