It's (fortunately) been a very long time, but I think without MDT the user can press ENTER without touching any field and get past your check.

That works great, even if I don't understand what DSPATR(MDT) is doing.
While trying to figure it out, I stumbled on COMP(NE ' ') instead of the
RANGE() keyword, which also works, still needing the DSPATR(MDT) keyword.
