"Best" is in the eye of the beholder.
For RPG, CGIDEV2 and eRPG SDK are two that I like (of course I like
eRPG SDK better.. ) www.bvstools.com/erpgsdk.html.
But, if you're not up on HTML, JS and CSS, start there. Get good at
using those things for static pages and when you move to dynamic pages
using CGI/RPG things will go much easier.
You can't build something if you don't know what tools are available
to actually do the building.
