I think the answer depends on two things.

1. Do you want to use RPG developers to do the web work or are planning on
hiring (or contracting with) an individual with web development skills.
2. Are you willing to spend bucks.

If you want to use RPG developers to do the web development work, I would
recommend Valence(https://www.cnxcorp.com/valence/). The product includes a
toolkit that allows you to build web screens and send a restful string to
an Apache web server running on your IBM i. It then provides a toolkit that
allows to tear apart and build the restful string. (JSON).

The product is free to load, free to develop and if you want to publish
everything you develop free to use. Assuming that you don't want to publish
code you company developed, you need to buy a license.

If you are looking to hire web development expertise or have individuals
with that knowledge I might recommend an open source product that I am
getting ready to ship. I call it IBM i Interface. It is a free product.

The concept is pretty simple. I have a C# or a Java class that talk to a
socket server. The web programmer and the RPG programmers agree on a
language to talk in (XML, JSON or just text strings). I recommend XML
because it is built into the RPG compiler and is extremely simply to parse.
I include simple service programs that write XML and read and write text
strings.

The web programmer simply creates a document and does a SendStreamToi and
get a an id.

They then perform RPG logic in one of three different ways. I can send you
documentation if you are interested.

They then just receive back the results.

No complicated API's.

Anyway, if you are interested I can send you copy of the documentation.

But, if you're not up on HTML, JS and CSS, start there. Get good at
using those things for static pages and when you move to dynamic pages
using CGI/RPG things will go much easier.

You can't build something if you don't know what tools are available
to actually do the building.
