"Best" is a loaded word, and there's no way you'll get a consensus.
Personally I use CGI RPG for the backend (started with
http://www.easy400.net/easy400p/maindown.html#d01, but now I do some stuff directly off the IBM API's). Frontend, I use jQuery with AJAX calls to get JSON-formatted data from my RPG.
