My argument would build on yours, Buck. In my opinion, design constraints of the 80s, 90s, and 00s required certain frameworks. Updating program by program maintains that archaic framework and thus shops pay the price to get new code but are stuck with design parameters that can hamstring the improvements. Going back later and updating the framework doesn't solve the problem.

Its all a dance.
