I don't think so...a static DECLARE CURSOR isn't executable, it's compiled.

Could you instead have a single cursor defined as a UNION ALL of the two
SELECT statements?

Probably need an extra variable

exec sql
declare myCursor cursor for
select FIELD2
from FILE1
where FIELD1 = :var1
and :option = 1
UNION ALL
select FIELD2
from FILE1
inner join FILE2
on FILE1.FIELD3 = FILE2.FIELD4
where FIELD5 = var2
and :option = 2;

Otherwise, you could use dynamic SQL.
