Where I come from, it takes two months to update a program in production.
Do the table approach, use DBU or a Q&D work with program to maintain it,
and you'll never have to touch the program again to handle new users. In
my world, that's a no-brainer.

Using the database table approach increases the complexity of the system.
You have to document the table. And have a table maint program. And put it
on a menu somewhere.
