how is coding a list of user names in a source member different than coding
a list of users in a database table?

Using the database table approach increases the complexity of the system.
You have to document the table. And have a table maint program. And put it
on a menu somewhere.

They want to limit who can update rebates.

The other way would be to make a file with such permissions.
