As several others have already pointed out, the conversion to RPG IV
(even without worrying about any ILE features) is just about as
painless as imaginable. So it's weird for me to even conceive of
someone asking something that is specific to any prior incarnation of
RPG.
That said, the message quoted by Dave B (original author Charles Wilt)
mentions this at the end:

chargeable components, having a standard the requires all RPGIII
programs to be run through CVTRPGSRC before making any changes is
pretty easy to justify."
Does this mean a system could (at least in principle) have just an RPG
III compiler and not an RPG IV compiler? If so, and if that is the
situation being faced by the OP, then I guess that would be the reason
for asking.
Still sad, but at least I would understand the constraint.
