Seriously, convert to ILE RPG format. You can compile it with
DFTACTGRP(*YES) if you have to, and you'll have access to SEP debugging
(which alone is worth the switch in my opinion).

It's been so long since I compiled an RPG program I can't recall the
secret sauce to make them debuggable. CRTRPTPGM OPTION(*LSTDBG) should
work with STRDBG OPMSRC(*YES), same with CRTRPGPGM.
