There is (nearly) no limitation for OPM modularity. Readability is the real problem caused by the limited namespace of OPM and that the OPM RPG programmer is forced to use the both absolutely obsolete opcodes CALL and EVAL.
I didn't understand all those silly discussions about performance of bound calls when ILE was introduced. Performance is mostly an issue of a clear logic of programms and highly modularized applications could perform better than lousy monolithic code!
