I'm having a major brain malfunction this morning. :)

When using OFLIND you have to specify *IN01-*IN99 and manually reset it to
off as well.

All other programs I've done with external printer files don't have OFLIND
either. INOF magically appears during compile.

I don't recall that happening. All of my external printer files have
OFLIND(*IN99) and I use 99 where I would use OF. Yes, I set 99 off when
I WRITE HPRTHDR.
