I know the message existes within QCPFMSG, but if I want to use my own
message file (without overriding the QCPFMSG message file) I need to create
my own one.

Actually, that message already exists, with and without the period.
CPF9897 is &1 (no period), while CPF9898 is &1. (with the trailing period).
