Paul's tool works a little differently to RPGDoc in that the main "engine" is designed to scan source and store the results in database tables. It does not have a formal UI as such but Paul includes fully working examples in both PHP and CGIDEV2 which you are free to modify to your own requirements.

So I don't know RPGDoc - just saw it on sourceforge.
