Ok, I agree, a bit much. And maybe "ignorant" would have been better, but that word has taken on a new meaning (here, at least), often meaning more uncouth than unknowing.

But even back in the days when those legacy systems were written, I think there were better ways to handle bad data in some files than ignoring all bad decimal data, including parameter-mismatch between packed/zoned. Even in the short run, it might actually have been easier to avoid the errors by defining all the unneeded numeric fields than to debug the problems caused by ignoring decimal data errors.
