John, there are other problems in the 5250 world, and from my reading it looks like Bruce and Vern pointed me in the right direction when they said that system and job CCSIDs do not support Unicode. My impression now is that the only thing that would
work would be applications that we built, where we could control the CCSID of the display files -- things like STRSQL, DBU, etc. are going to have problems, and even the home-grown stuff is likely to have problems with some characters.

I found the V7R1 InfoCenter very helpful, under Programming > i5/OS globalization > Handling data in globalized applications > Working with Unicode > Unicode on the i5/OS

As you point out, these problems aren't necesssarily show-stoppers. We're only talking about a very small percentage of our data here, and it's not essential that we be able to use these special characters (we just thought it would be nice if we could),
so the question is whether the effort to make it work is worth it ....

OK, so am I reading it right that everything is fine until you use
DBU? Is being able to DBU the data a business requirement? Can you
not inspect/edit the data with other means?

It sounds to me more like a problem with DBU than with the data.
(Either a bug in DBU, or maybe some DBU settings.)
