I went through several iterations with IBM Support on this issue and finally received the advice to NOT set the JAVA_HOME environment variable at all, and don't set it in the QIBM_RPG_JAVA_PROPERTIES environment variable, either.
That turned out to be good advice for 7.1; albeit a departure from what's required under version 5.4.
It works!.

I no longer remember which JVM I was using at 7.1.
I used 7.1 for about a year at my previous employer, and all of my
Java/RPG stuff (POI, JDBC, JFreeChart, and other misc stuff) worked
exactly as it did on v5r4. But, I can't remember which JVM I was using.
Was it jdk60? Or maybe it was 5.0? I don't remember. But, I didn't
have any problems.
At my new job, we don't have 7.1 yet.
