I am glad to see that you wrapped the word basic in quotes.
I have yet to come across ANY state taxes that are 'basic'.
The only 'basic' thing is that they HAVE to be collected - that's when the fun starts

Since many states use the same 'basic' tax system, surely simplest to do this from the mainline:
StateTaxes(StateCode)
and then in the StateTaxes procedure, simply have separate procedures (or, gasp, subroutines) for the 'exception' states, otherwise do standard processing, e.g.:

when StateCode = 'NY';
StateTaxesNY();
when StateCode = 'CT';
StateTaxesCT();
when StateCode = 'CA';
StateTaxesCA();
other
...processing for all 'standard' states goes here...
