Since many states use the same 'basic' tax system, surely simplest to do
this from the mainline:

StateTaxes(StateCode)

and then in the StateTaxes procedure, simply have separate procedures (or,
gasp, subroutines) for the 'exception' states, otherwise do standard
processing, e.g.:

select;
when StateCode = 'NY';
StateTaxesNY();
when StateCode = 'CT';
StateTaxesCT();
when StateCode = 'CA';
StateTaxesCA();
other
...processing for all 'standard' states goes here...
endsl;

Personally, I'd rather keep the main logic as simple as possible, and
put the state tax calculation differences in the procedure.
