I'd use CHGCMDDFT to change the command default to use CPYENVVAR(*YES).
Perhaps change a copy in a 'special' library that you can place above QSYS
using CHGSYSLIBL, to avoid changing the QSYS version?

It may be a royal pain finding all the submit job commands (they are built
as strings and executed with QCMDEXC) but it looks like this approach might
work. I had forgotten all about copying the environment variables.
