As I recall, this behavior (Create file, Close file, Open file and Write file)
was before V5R3M0.

I think you need to close the file after creating it then open it again
for output something like this:

fd = open('/ads2datanfs/ads001.txt':
O_CREAT+O_WRONLY+O_CODEPAGE+O_APPEND:
S_IWUSR+S_IRUSR+S_IRGRP+S_IROTH:
437);
callp close(fd);
fd = open('/ads2datanfs/ads001.txt':
O_WRONLY+O_TEXTDATA+O_APPEND);
