I'm using RDP 7.6 for my editing - it handles the handler keyword just fine. I think, if you had to, you could save the source, even if it didn't recognize that keyword in earlier releases. If you edit in SEU at all, you'll always get the error, but you can ignore it when saving, then the compiler will be OK.
So it's not quite so bad as it might seem at first.

It is not only the compiler/runtime that needs changing to use OA - your editor needs to recognise the handler keyword. You will need RDPi 8.0 for that I believe, which is another extra cost for those on 5.4 and using WDSCi/SEU.
