I don't know if this bug with the CONST parameter has been fixed yet or
not. There was one APAR about missing prototypes, but it was a
different symptom. For what it's worth, the problem doesn't seem to
exist on my system with compiler PTF SI42509.

For sure it is a new bug that the compiler is allowing procedures with
DFTACTGRP(*YES). That will be fixed in the next 7.1 compiler PTF.

Thanks, Barbara. I'll try to apply this PTF this week and see what happens. At first I wanted to be sure I wasn't just missing something. But now that I know this is an issue, I'll take the appropriate remedial and/or reporting steps.
