For sure it is a new bug that the compiler is allowing procedures with
DFTACTGRP(*YES). That will be fixed in the next 7.1 compiler PTF.

PTF SI42509 fixes the issue with CONST parameters on non-prototyped
procedures. The parameters are passed correctly. The DFTACTGRP(*YES)
issue still exists (the program is compiled into the default activation
group even though it has subprocedures).
