Never run ILE programs and service programs in the default
activation group.

I was thinking of CRTBNDRPG and CRTBNDCL which let you define the DAG as the ACTGRP as opposed to CRTPGM. If you have to mix OPM and ILE pgms shouldn't you compile that way?
