I don't think you've got the rule right. As IBM is quite clear about the
fact that RCLRSC only affects resources that are scoped to the default
activation group (

), the rule should be:

Never run ILE programs and service programs in the default activation
group.

Another rule might be: If you combine OPM and ILE, know EXACTLY what is
going on. Because every time something goes wrong you'll be wondering
whether it has something to do with a mismatch between OPM and ILE.

I think I've learned the rule should be :

Use RCLRSC only if everything is running in the DAG. All RPGLE and
CLLE should be compiled to run in the DAG.
and RCLACTGRP for ACTGRP.

Now if there was a written warning from IBM somewhere..
I'd like to be able to say that Scott Klement says so. Although you
are known to the shop, not many seem to read many RPG articles.
