I have been known to do this when reusing IBM structures from QSYSINC (like
those in QUSLOBJ, for example). Those DS aren't BASED but for my money, a
based structure like the base is much more effective. To boot, the LIKEDS()
results in a QUALIFIED structure, which wasn't available to IBM at the time
of inception of those members. I find Qualified structures to be much more
flexible than their unqualified brethren.

Given the name, my guess is that whoever wrote this code probably has

number of structures etc. defined as Based(StructureTemplate) -

it's a placeholder, that's never used.

Now that you mention it, I think I have seen implicitly defined basing
pointers here and there.

The strangest part is that I see it referenced in LIKE and LIKEDS
clauses, but the structures being cloned from it aren't themselves
defined as BASED.
