Given the name, my guess is that whoever wrote this code probably has a
number of structures etc. defined as Based(StructureTemplate) - basically,
it's a placeholder, that's never used.

Now that you mention it, I think I have seen implicitly defined basing pointers here and there.

The strangest part is that I see it referenced in LIKE and LIKEDS clauses, but the structures being cloned from it aren't themselves defined as BASED.
