Think of where / wo - wo would then translate as who!
Even worse: Who = wer And Where = Wo

Ask my father who was English teacher how often he read this ;)

... which can only be an advantage for us non-native speakers. If we miss a
word in conversation we first can try the word out of or native language,
maybe it's understood, if not we still can try to explain what we want to
express.
