I got the impression that program A was not allowed to make any
procedure calls. But if that restriction only applied to program A's
calls to the program Bs, then yes, program A calling a setup procedure
in srvpgm C directly is better.

From Stefan's description of the process, I don't _think_ there would
be multiple "clients" simultaneously, only sequentially.
