The general notion that there's an unspecified but reliable key (arrival
order) isn't really a problem if the designer controls all access to the
file. I had an unpleasant surprise when a customer did a CPYF (backup
before a release upgrade) and then a CPYF back (after messing up the
configuration) and the record order was changed. In my case, it was no
big deal - a discrepancy between a screen shot in the docs and the
actual displayed data. The surprise was some years after I deployed my
code to the field, so it took some puzzling to work out what was going on.

I now try not to rely on undocumented behaviour, no matter how often I
might observe it.
