We have an old subroutine to do basically the same thing
(SNDPGMMSG), which we copy in to programs. I've thought
about rewriting as a procedure in a service program before,
but the "what program sent this message" problem stopped me.
I suspect that there is some way to make it work as a
procedure in a service program, but I haven't been motivated
enough to find out.
