I wouldn't call these procedures in copybooks, I would call them procedure interfaces in copybooks.

We have hundreds of them, mostly system APIs, but we have implemented a few of our most complicated procedure interfaces with copybooks. We have 4 copybooks per most interfaces. So for QMhSndPm (Send Program Message) we have:

DQmhSndPm - D Spec definitions (Prototype, structures, fields, etc...)
ZQMhSndPm - Initilization (*INZSR - Allocate storage, Initialize values etc...)
CQMhSndPm - C Spec (Call the procedure/API)
LQMhSndPm - Cleanup (*INLR - Deallocate storage etc...)

"procedures should rarely go in copybooks", because I figured some
