First. don't reply to a message when starting a new thread.

Second, set a sensible subject line so your question is useful in the archives.

Third, "best" is debatable but for this I would simply send the exception to the caller of Program B by using QMHSNDPM with a call stack entry of *PGMBDY and a call stack counter of 1 (although in fact I'd send to the caller of B's PEP by deriving the PEP name because it makes my code more reusable). There should be plenty of information on this subject in the archives.
