Hello Adam,

You could copy the spool file to a PF and then write an RPG program to
re-arrange and re-spool the pages.

If you are open to a commercial solution for this, our AS/400 Report
Splitter product can copy, re-arrange and filter selected report
segments and generate a new spooled report.
