I'm not going to pretend I'm a java programmer (or even play one on TV), but aren't classes analogous to service programs?

Classes are (very roughly) analogous to modules ... a JAR file would be
analogous to a service program. A jar file that includes a class with a main method would be analogous to a program.

Don't they, too, have to be created by the developer,

Of course.

or is this something that comes with the jdk?

The JDK includes a lot of classes that form the framework of Java.

Now, back to these class libraries? And why can't one do that in RPG
IV?

To do what?

Not sure what direction you're headed with this.
