I've tried multiple variants of COPY, DEFINE etc. in my copybooks and my
module code and I've also ended up with a separate prototype member. The
standard I use is as follows:

/IF NOT DEFINED(prototype-member-name)
/DEFINE prototype-member-name
*
/COPY other-prototype-member
[repeat as necessary]
*
[actual prototypes go here]
*
/ENDIF

I like something very similar, which allows all the same benefits you mentioned:
/IF DEFINED(prototype-member-name)
/EOF
/ELSE
/DEFINE prototype-member-name
/ENDIF
*
/COPY other-prototype-member
[repeat as necessary]
*
[actual prototypes go here]

Neither is better, I just like having all of the compiler directives in one part of the copy member.
