I like something very similar, which allows all the same benefits you mentioned:

/EOF
/ELSE
/DEFINE prototype-member-name
/ENDIF

/COPY other-prototype-member
[repeat as necessary]
*
[actual prototypes go here]

Neither is better, I just like having all of the compiler directives in one part of the copy member.
