Depends on what you call 'the cycle'. Files are opened during program initialization, even if you specify NOMAIN. But, the manual says about NOMAIN: 'only the *INIT portion of the cycle is generated for the module'. So, is a NOMAIN module using the cycle or not? I would say not.

The cycle implicitly opens all files except those coded as usropn, and closes all open files when *INLR is on and program ends.
