No, they don't. The new feature is evidently some sort of compilation
option to exclude the code for The Cycle.
As I understand it, the new feature just means that for non-Cycle RPG
programs, one has the option of disabling and removing The Cycle
(presumably reducing *PGM size), instead of just bypassing or
short-circuiting it (as all current non-Cycle RPG programs must).
