about service programs muddy the water? My understanding, quite possibly
incorrect, of service programs was that they essentially sit out there
and 'service' all the programs that use them -- so would they be
considered a job of their own, with a single storage allottment?

'Service program' is a funny sort of name. A service program is not an independent entity, standing alone from the rest of your job. It lives within the activation group of the job that activated it. If your service program is ACTGRP(*CALLER) you can have multiple activations of the same service program (one for each activation group) in the same job, and each activation will have it's own separate storage.

Which reminds me: do have a read of the ILE Concepts manual. Now that you've done some service programs, I suspect it will be much clearer than the first reading you had.
