Seems to be more of a code-reuse concept than the 'consume a service'
concept I was thinking.

I'm not familiar with the term n-Tier, but I think that you're correct. I think of service programs as being like a .so or .dll - that is, a shared library. I hope someone with more experience in other languages will correct me if that isn't a useful analogy.
