I didn't say discount them; I said count them separately. The tool should make a distinction between code and comments but the value of each is at the discretion of the user.

Then we could start arguments about which comment lines should, or should
not, be counted.

Most such tools do not make a distinction. A comment is a comment. The real issue is whether those comments are useful and that would require the tool to perform lexical analysis of the comment content plus have an understanding of the code's purpose--usually beyond the scope of such a tool.

Personally, I think end-of-line comments are fairly useless and could be omitted from such analysis. A comprehensive tool would give the user the choice to include or exclude as desired.
