Not as unique as you might think -- Chatham Island (time zones QP1245UTCS and QP1245UTC2) has 45 minute offsets; and both Australia and India have time zones with 30 minute offsets. Also System i does recognize your 30 minute offset with time zones QN0330NST, QN0330NST2, and QN0330NST3.

If you haven't previously, check out the IBM supplied time zones with WRKTIMZON.
