The control level indicators are set on when the field value changes.
Say your data is

And you have L1 on STATE, then you will see these indicators:
ANDHRA PRADESH 01 L1
ANDHRA PRADESH 01
ANDHRA PRADESH 01
UTTAR PRADESH 01 L1
UTTAR PRADESH 01
See that the L1 indicator only comes on when STATE changes? If you use
'higher' level indicators like L2 and L3, when the higher level changes,
it sets all the lower ones on too. So when the L3 field changes, L2 and
L1 also are set on.
Other things you need to understand include the difference between
'detail time' and 'total time.' They are all related to each other, and
you will need to understand them all. The good news is that many
thousands of RPG programmers learnt this stuff all by themselves, so you
can too.
