Out of curiosity, why the limitation in the RPG compiler?
It is a system limitation - not an RPG one.
Program calls are always by reference and the pointers are not passed on the
stack in a conventional sense but rather in a reserved are of system
storage.
It was because of this restriction in S/38 and subsequently what are now the
System I family that ILE was needed to provide for a faster call mechanism
and the option to pass parms by Value on bound calls (among other things).
