It is giving zero......I double checked the variables and both the date
fields have correct values as does the customer number variable.

Ah HAH!

Okay, now run the same statement in interactive SQL and see if you get a
number greater than zero. If you do, then somehow your embedded SQL is
selecting different records than your interactive SQL, and we've at least
identified where the problem lies.
