But I believe that it is covered by the 70 day try and buy.

So it's probably on your CDs already, you could install it and be able to do what you need while
waiting for your license key.

In a very practical sense, the SQL _Development_ Kit is
little more than the pre-processor for embedded SQL. That's
what allows... ummm...
"development" of SQL applications.

True, there's more to it than that. However, processing the
embedded SQL to enable compiling the programs is the biggest
bang-for-the-buck out of it for most of us.

In short, Yep.
