Sorry, but I always wonder why people need to prevent QSECOFR from
doing something.
Usually an audit requirement. I'd guess that this file is some sort of
audit-log of past transactions, so even QSECOFR shouldn't be allowed to
change history. Should a journal be used? Probably. But a file is much
easier to read back from for display and reporting purposes.
